19 The Lord was with Judah and enabled them to take possession of the hill country, but they could not drive out the people who were living in the valley because those people had iron chariots.
Can apologists come up with excuses as to why this passage doesn't say what it clearly says? Sure. But if you are a believer and you are actually concerned with believing things that are true, if you read a passage like that in another sacred text, would you view it as evidence that the text was flawed, or would you go through the mental gymnastics to try to make it make sense?

Who is the he referring to? Is it referring to God or to Judah? Hmm?
See how silly you are by assuming it was God when the he was referring clearly to Judah? Another example of your lack of English reading skills.
